I was thinking about getting into photography myself.  At the moment, the only camera I have is a cell phone, an LG Rumor to be exact, with a 1.2 MP still-shot and camcorder.  The shots themselves are limited in what can be captured.  To continue, southeast Missouri looks nice when it gets cold and snows, and when people slide off the road and into a farm field ditch, it's nice to be able to get a picture of the end result of a dumbass who decided to do 70 down an ice-covered county road.

But seriously.  I'm on a budget, and I'm looking for a camera that takes a pretty good picture, and has a built-in camcorder mode.  A web cam feature wouldn't be bad either, just in case I decide to do a web cast.  Rechargeable battery is also a plus.  3+ Megapixels, if possible.  Can anyone suggest a camera within these boundaries, at a reasonable cost for a casual photographer?  Thanks!
