Idea to be knocked about (Pokemon)

The idea for this game revolves around a couple of key concepts:

A new team *Comprised and lead by the Elite Four and the Champion and Gym Leaders* are going about, spreading a artificially created Pokemon, a Sickness Pokemon, with the goal of killing the inhabitants of the region they belong to. Along with the sickness, a type of Madness is infesting the region, causing people to grow restless and aggressive, even dropping into the realm of pure madness, losing touch with reality. The sickness effects both humans and Pokemon *Though those in the team are immune, because they have been inoculated*

Some of those involved simply desire death and chaos, and spread the sickness and madness simply because they can, and enjoy seeing others suffer, while others have another goal. Following a recently discovered prophecy, they aim to make the world end on a certain date, to use the population of the world as a sacrifice to revive a ancient, long-dead Pokemon god of Creation, in hopes to harness its power and gain the power of the Gods directly for themselves.

This would be a RP of uncertainty, were even the nicest of people could be apart of the scheme to End All Things. The grieving widow who desires to have her family back, the Fellow Trainer who vows never to lose another battle, or even a Pokemon Nurse who wishes to never see another Pokemon come to her hurt and dying. While the hero's deal with being unable to trust anybody, the sickness spreads across the region capable of debilitating even the hero's Pokemon, and every step leads them closer to madness, how will they hold up, and will they be capable of staving off the Ultimate End?

Rules-

1. Characters start off new, no experienced teams to begin with. Later on in the RP, others may join with teams once the plot has gotten along.
2. Nobody is Immune to the Sickness, even pokemon are at risk. How the sickness effects you is up to you, but until a cure is found, everybody effected WILL be gradually going downhill. Treatment only slows it down, and the Poke-rejuvenation machines the Pokemon Nurses have, have no effect on both the Sickness and the Madness.
3. Not everybody will be effected by the Madness, however feral pokemon will be effected over time. This can become more dangerous *And interesting* and the Psychic pokemon go mad and start to change reality, though every situation will have a solution.
4. Custom pokemon are allowed AFTER review. To keep things stable and smooth, any fake pokemon will be tested out first to make sure that its not overpowered.
5. Regional Pokemon are allowed. The region that will be created is a Hub, one that trade from other regions will constantly be going through, which means that all the other pokemon have a possibility of being seen here.
6. Villains, everybody is capable of being one. As the madness spreads, and sickness becomes prevalent, people will become desperate and willing to do almost anything in their time of need. Good and Evil are no longer easily distinguishable things, and the hero's will have to decide who is truly malicious, and who is simply desperate.

This is a open idea, and I want to discuss this idea with others, make improvements, and make it a fully viable idea that many people are interested in, with the goal of having a sustained rp that last for awhile. While I am not Tobias with his far reaching Pokemon rp's, I am hoping that this one can be just as successful.
